Veterans Benefits

West Virginia Northern Community College welcomes all men and women who have served in the Armed Forces. Whether you are a discharged veteran, still serving on active duty, in the National Guard or Reserves, or a family member, WVNCC is committed to supporting and encouraging your success. Let our institution help you transition back to school successfully.

Students receiving benefits must achieve institutional standards of progress toward their degree in order to continue their educational benefits.

To apply for GI Bill® Benefits visit U.S. Department of Veterans Affairs and select “Apply Online”. You may wish to utilize the GI Bill Comparison Tool.

All veterans/reservists are required to complete the necessary Veterans Administration forms to obtain educational benefits prior to the start of each semester. You MUST submit a copy of your VA Enrollment form to the Veteran's Certifying Official.

Veterans who have completed at least one full year of military service may be eligible to receive two hours of physical education activity credit. To determine eligibility, the veteran student will need to submit to the Veteran's Certifying Official a copy of their DD214 (“Member 4” Copy).


Program Approval

All programs which lead to an associate degree are approved for Veterans Administration (VA) educational assistance. Also included for assistance are a few non-college degree or certificate programs. Veterans interested in these programs should consult the Veteran's Certifying Official for more information.

Community and Continuing Education courses, continuing education unit classes, courses unrelated to or not counted toward graduation requirements and some programs which lead to a certificate will NOT be eligible for veterans educational assistance.


Procedures for Obtaining Veterans' Educational Assistance

ADMISSION

Complete a WVNCC Online Application.  

  1. Apply Online to the College 
  2. Submit an official copy of your high school transcripts/GED(TM)/TASC Scores
  3. Take the ACCUPLACER Placement test if you did not take the ACT/SAT
  4. Submit official copies of your college transcripts from all other accredited institutions. These transcripts must be official and sent directly from the transfer institutions or unopened, if hand delivered.  
  5. If benefits have been used before, the Veteran Student must complete the Form 22-1995 Request For Change of Program or Place of Training and a dependent student of a veteran would complete the Form 22-5495 Request for Change of Program or Place of Training Survivors' and Dependents' Educational Assistance.  This can be done by going to VA Form 22-1995 or for dependents of veterans at VA Form 22-5495.

REGISTRATION

  1. Only students who have been accepted to the college may register and use their educational benefits.
  2. Academic Advisors and Counselors assist the veteran in registering for courses.  The veteran will be certified for only classes required to successfully complete their program.    

PROGRAM SELECTION

  1. Veterans receiving VA Benefits may select any program leading to a degree (or certain certificates) offered at WVNCC.
  2. Veterans may change their program of study and continue to receive benefits if the new program is approved by VA.  It is the student’s responsibility to notify the School Certifying official of any changes to their major or classes.

CLASS ATTENDANCE

VA requires veterans receiving educational benefits to attend all scheduled class meetings.  Failure to do so may result in the loss of benefits or it may cause the veteran to have an overpayment for the semester in question.

VETERANS EDUCATIONAL BENEFITS

You will find listed below a brief description of each educational benefit.  Following each description is a list of forms that the veteran will need to fill out to get their certification process started.  It is the veteran's responsibility to assemble all needed materials and submit them to the Veterans Certifying Official

The Montgomery GI Bill Active Duty, Chapter 30, program provides up to 36 months of education benefits. This benefit may be used for degree and certificate programs, flight training, apprenticeship/on-the-job training and correspondence courses. Remedial, deficiency, and refresher courses may be approved under certain circumstances. Generally, benefits are payable for 10 years following your release from active duty.

Beginning August 1, 2011, break (or interval pay) will no longer be payable under MGIB-AD except during periods your school is closed as a result of an Executive Order of the President or an emergency (such as a natural disaster or strike).

Forms that need filled out by the applicants Under Chapters 30 & 34 to get their benefits processed are:

  1. New applicants complete VA Form 22-1990  Application for VA Education Benefits or,
  2. Transfer students must complete VA Form 22-1995 Request For Change of Program or Place of Training.
  3. Submit copies of DD214-Report of Separation Membership Copy #4
  4. WVNCC Veterans Certification Form

Forms that need filled out by the applicants Under Chapter 31 to get their benefits processed are:

  1. Voc Rehab counselor sends VA 28-1905 Authorization and Certification of Entrance or Reentrance into Rehabilitation and Certification of Status
  2. WVNCC Veterans Certification Form

Veterans Educational Assistance Program (VEAP) is available if you elected to make contributions from your military pay to participate in this education benefit program. Your contributions are matched on a $2 for $1 basis by the Government. You may use these benefits for degree, certificate, correspondence, apprenticeship/on-the-job training programs, and vocational flight training programs. In certain circumstances, remedial, deficiency, and refresher training may also be available. Benefit entitlement is 1 to 36 months depending on the number of monthly contributions. You have 10 years from your release from active duty to use VEAP benefits.

Beginning August 1, 2011, break (or interval pay) will no longer be payable under VEAP except during periods your school is closed as a result of an Executive Order of the President or an emergency (such as a natural disaster or strike).

Forms that need filled out by the applicants Under Chapter 32 (VEAP) to get their benefits processed are:

  1. New applicants complete VA Form 22-1990 or,
  2. Transfer students complete VA Form 22-1995 Request For Change of Program or Place of Training.
  3. Submit copy of DD214-Report of Separation Membership Copy #4
  4. WVNCC Veterans Certification Form


Post 9/11 Veterans Educational Assistance Act of 2008--the New GI Bill, Chapter 33

The Post-9/11 GI Bill, as enacted by the Post-9/11 Veterans Educational Assistance Act of 2008 (P.L. 110-252), was designed to provide comprehensive educational benefits to members of the armed forces for service on active duty since September 11, 2001, while meeting military recruiting and retention goals.

At its maximum (those who have served three full years in active duty since 9/11), veterans will be eligible to receive tuition up to the cost of the most expensive in-state public school, a monthly housing stipend based on the cost of living for their zip code, and an annual award of $1,000 for books and supplies. These benefits will be available to members of the military who served on active duty since September 11, 2001, including reservists and members of the National Guard. Benefit amounts would be based on the amount of time a veteran had served in the military since 9/11. The benefits would be payable for 36 months, the equivalent of four years of college, and would be available for up to 15 years after a veteran leaves active duty.

Benefits can be transferred to a spouse or children. When they have served six years, they can sign up for four more to transfer 36 months of benefits to a spouse. At the 10-year mark, they can sign up for four more to transfer any remaining months of the total of 36 to a dependent.

Forms that need filled out by the veteran to Transfer Education Benefits (TEB) Under Chapter 33 are:

  1. New applicants must complete VA Form 22-1990e  Application for Family Member to Use Transferred Benefits after veteran completes their information.
  2. Transfer students complete VA Form 22-1995 Request For Change of Program or Place of Training.
  3. Submit copy of DD214-Report of Separation Membership Copy #4 of the Veteran they are claiming their benefits under
  4. WVNCC Veterans Certification Form

Dependents' Educational Assistance, Chapter 35, provides education and training opportunities to eligible dependents of certain veterans. The program offers up to 45 months of education benefits

You must be the son, daughter, or spouse of:

  1. A veteran who died or is permanently and totally disabled as the result of a service-connected disability. The disability must arise out of active service in the Armed Forces.
  2. A veteran who died from any cause while such permanent and total service-connected disability was in existence.
  3. 3. A servicemember missing in action or captured in line of duty by a hostile force.
  4. 4. A servicemember forcibly detained or interned in line of duty by a foreign government or power.
  5. 5. A servicemember who is hospitalized or receiving outpatient treatment for a service connected permanent and total disability and is likely to be discharged for that disability. This change is effective December 23, 2006 Applicants Under Chapter 35

Forms that need filled out by the applicants under Chapter 35 to get their benefits processed are:

  1. New Applicants complete VA Form 22-5490 Application for Survivors' and Dependents' Educational Assistance or,
  2. Transfer students complete VA Form 22-5495 Request for Change of Program or Place of Training Survivors' and Dependents' Educational Assistance.
  3. Copy of Veterans DD214 Report of Separation Membership Copy #4 of the Veteran they are claiming their benefits under.  
  4. WVNCC Veterans Certification Form


The Montgomery GI Bill-Selectived Reserves, Chapter 1606, program may be available to you if you are a member of the Selected Reserve. The Selected Reserve includes the Army Reserve, Navy Reserve, Air Force Reserve, Marine Corps Reserve and Coast Guard Reserve, and the Army National Guard and the Air National Guard.

Beginning August 1, 2011, break (or interval pay) will no longer be payable under MGIB-SR except during periods your school is closed as a result of an Executive Order of the President or an emergency (such as a natural disaster or strike).

Forms that need filled out by the applicants Under Chapter 1606 (Reserves) to get their benefits processed are:

  1. New applicants complete VA Form 22-1990 or,
  2. Transfer students complete VA Form 22-1995 Request For Change of Program or Place of Training.
  3. WVNCC Veterans Certification Form

Reserve Educational Assistance Program (REAP), Chapter 1607, was established as a part of the Ronald W. Reagan National Defense Authorization Act for Fiscal Year 2005. It is a Department of Defense education benefit program designed to provide educational assistance to members of the Reserve components called or ordered to active duty in response to a war or national emergency (contingency operation) as declared by the President or Congress. This program makes certain reservists who were activated for at least 90 days after September 11, 2001 either eligible for education benefits or eligible for increased benefits.

Beginning August 1, 2011, break (or interval pay) will no longer be payable under REAP except during periods your school is closed as a result of an Executive Order of the President or an emergency (such as a natural disaster or strike).

Forms that need filled out by the applicants Under Chapter 1607 (REAP) to get their benefits processed are:

  1. New applicants complete VA Form 22-1990 Application for VA Education Benefits or,
  2. Transfer students must complete VA Form 22-1995  Request For Change of Program or Place of Training. 
  3. WVNCC Veterans Certification Form

Payment

In order to receive veteran educational benefits, the veteran must have all the appropriate paperwork turned in and their VA file must be complete.  Veterans with completed files should expect their first check to be disbursed around SIX TO EIGHT WEEKS after the veteran has been certified for their educational benefits.  Northern certifies all their educational benefits after the add/drop period, which is the first full week of the semester.  If a veteran turns in their paperwork late, this will delay their payments of benefits.  

Information about qualifying pay rates and payment dates for Chapter 30,32, 33, 34, and 1606 are available only through direct contact between the student and the Department of Veteran's Affairs by calling 1-888-442-4551 or the student may go to  www.gibill.va.gov.  Pay rates and payment dates for Chapter 1607 are available through direct contact between the student and the Department of Defense. 

Tutorial Assistance

A veteran is eligible to receive up to $600 for tutorial assistance if approved by Veterans' Services.  Chapter 1606 applicants will not be paid for receiving tutorial assistance.

Entitlement to Benefits

WVNCC certifies your enrollment status, program, and academic progress. All questions concerning payment are to be referred to the Department of Veterans' Affairs at 1-888-442-4551 or by sending an electronic inquiry by going to www.gibill.va.gov.

Direct Deposit

EFT (Electronic Funds Transfer) processing, also known as "Direct Deposit," is now available to recipients for several of the VA education benefit programs.  To find out if you can use Direct Deposit, or to stop or change your Direct Deposit call 1-877-838-2778 or visit www.gibill.va.gov.

New Veterans

Veterans wishing to enter West Virginia Northern Community College should contact the Veteran's Certifying Official for the proper procedure to get their educational benefits processed.

Restrictions

The educational allowance is not payable if eligible individuals are on active duty and have their education paid for by the Armed Forces or the Department of Health and Human Services (for Public Health Services duty) or are federal employees receiving full salary and having the course paid by the Government Employees Training Act.
